Even as he waited for the Senate to act on his confirmation, Tom Daschle had already installed a team of a dozen advisers and assistants at the Health and Human Services Department and the White House, where he was to head the Office of Health Reform. The goal was to hit the ground fast on health reform, immediately after the stimulus package passed. But Daschle’s abrupt decision to step aside Tuesday casts their standing in doubt.
